Impact Northwest Theory of Change

Pacific Research and Evaluation partnered with Impact NW to offer pro-bono services to develop a Theory of Change for the organization. Impact NW is a Portland-based non-profit that serves approximately 25,000 people per year and that strives to prevent homelessness through four key program areas: early childhood, youth & family, housing, and seniors. Our researchers interviewed Impact NW staff, as well as community stakeholders serving on advisory committees, to learn about expected outcomes of each of the program areas and how they all align with Impact NW’s overarching goals. The data allowed us to visually capture the change Impact NW strives to create through their work and the process for doing so. Our goal in developing an Impact NW Theory of Change was to create a tool that will support the organization as they plan and evaluate their programs and activities.
